Voting Results for Proposed Wardensville Projects Reviewed at Meeting
The Community Improvement Team (CIT) met with representatives from the West Virginia Division of Highways (WVDOH), the State Historic Preservation Office (SHPO) and Whitney, Baily, Cox & Magnani, LLP April 24 to discuss historic preservation issues and voting results from the March 24 CIT and community potluck dinner.
SHPO representatives Marc Homa and Alan Rowe reviewed state programs and policies regarding historic preservation designation. Two districts in Wardensville have been identified as eligible for listing with the historic register. Homa and Rowe also reviewed grant programs for historic buildings/districts that are available to communities and individuals.
Jennifer Logan, of Whitney, Bailey, Cox & Magnani, LLP presented the voting results from the March 24 CIT and community potluck dinner. Logan also reviewed the selected projects and the previously established Visions and Goals to help further assess the nominated projects.
Project "A" Gateway and Signs, Project "C" Sidewalk Infill, Project "H" Community Park and Project "I" Tractor were all chosen as priority projects by both the CIT and those who attended the community potluck dinner. The CIT decided that these projects should be chosen for the enhancement money.
Three other projects were presented as possibilities for the remaining settlement money. Project "F" Recreation Trail and Project "G" Drainage were both voted as priorities at the potluck dinner. The CIT also voted Pocket Projects "D" as priority.
After much discussion about the feasibility and benefits of these three projects, the team decided to choose Project "F" as priority for the settlement money. The discussion supported the desires of the community as displayed by the voting results from the community potluck dinner. Many concerns were raised about the feasibility of Project "F" due to the necessity to acquire right-of-way or easements from private property owners for the trail. The CIT will mail forms to all property owners who may be asked for right-of-way or easements. It was agreed that these forms must be returned to Wardensville by May 18th. The schematic trail plan will be displayed in Wardensville for residents to view. If property owners do agree to grant the necessary right-of-way or easements, Project "F" will remain a priority for settlement funds. If any of the property owners do not grant right-of-way or easements for the recreation trail then Project "D" Pocket Projects will become a priority project.
Project "G" Drainage was not chosen because the WVDOH has committed to completing many drainage projects in the area. This project does not support many of the original Visions and Goals.
As per the meeting, the following projects will be presented to the WVDOH as the priorities for Corridor H settlement funds:
