MINUTES
COMMUNITY DEVELOPMENT TEAM
MUNICIPALITY OF WARDENSVILLE
HARDY COUNTY, WEST VIRGINIA
July 25, 2000

The meeting of the Wardensville Community Development Team (CIT) was called to order at 7:05 p.m. on Thursday, June 28, 2000, in the Wardensville Meeting Hall (former school cafeteria) by team facilitator Patrick Ford of Whitney Bailey, Cox and Magnani. In attendance were Councilman John Bowman, Carla Brill, Mayor Jay Crawford, Anne Dunlap, James Dyer, Janet Fitzwater, Rollin Garrett, Irvin Heishman, Larry Johnson (Chester Engineers), Anita Kerr, Mike Miano (WV DoH), Councilman Scotty Miller, Betsy Orndoff-Sayers, Laurie Rudolph, Recorder John Sayers, Alvin Smith, Ivan Strawderman, Councilman Don Thomas.

The purpose of this meeting, "Understanding Boundaries," was to discuss and set physical boundaries for the scope of the project. While it was understood that the funds from the Corridor H settlement were designed to be spent "in Wardensville," it was up to the group to determine what the project boundaries would be.

After discussion, the group tentatively concluded that the boundaries of the project would consist of the Wardensville town limits, plus:
  • The J. Allen Hawkins Community Park (which is owned and operated by the Town) and the roadway from the Town to the Park;
  • The traveler's information and welcome area/automobile pull-off just outside of the physical boundaries of the Town along W.Va. Routes 55 and 259 just east of Town; and
  • The highway pull-off and welcome area just outside of the Town limits along W.Va. Routes 55 and 259 west of Town.

Several possible projects were discussed that could not only fit within those boundaries (which include the Cacapon River) but that would also fit the funding requirements of the project. The funds will come to Wardensville from the state and federal Transportation Enhancement Program (T-21) and the Recreational Trails Fund Program.

Mr. Garrett asked if the group could have until the next meeting to consider the final boundaries for the project. Mr. Ford agreed to bring a tentative3 project map at the August CIT meeting and let the group finalize the boundaries at that time.

Attendees were asked to submit their questionnaires and ask others in the community to send theirs in as soon as possible. Ms. Orndoff-Sayers is working on finding co-sponsors for the dinner portions of our community-wide input meetings at the War Memorial Building on September 9, December 9, and March 24.

The CIT will meet again on Tuesday, August 15, at 7 p.m. in the Wardensville Meeting Hall, for a meeting on "Creating a Vision." The meeting was adjourned at 8:15 p.m.
