MEETING MINUTES

COMMUNITY DEVELOPMENT TEAM
MUNICIPALITY OF WARDENSVILLE
HARDY COUNTY, WEST VIRGINIA
August 15, 2000

The meeting of the Wardensville Community Development Team (CIT) was called to order at 7:05 p.m. on Tuesday, August 15, 2000, in the Wardensville Meeting Hall (former school cafeteria) by team facilitator Patrick Ford of Whitney Bailey, Cox and Magnani. In attendance were Councilman John Bowman, Carla Brill, Dan and Councilwoman Monica Cassell, Marlene Collins, Anne Dunlap, Jimmy Dyer, Janet Fitzwater, Rollin Garrett, Mike Miano (WV DOH), Betsy Orndoff-Sayers, Laurie Rudolph, Marsha Rudolph, Recorder John Sayers, Alvin Smith, Councilman Don Thomas, and Police Chief David Warren. Mr. Ford also introduced Glenn Beal and William Hadley from his firm who would be doing physical survey work in the project boundary area this week.

Speaking of boundaries, Mr. Ford showed the team a preliminary map of the project boundary area. The group agreed to the boundaries set at the previous meeting, and final maps will be made for the group to use.

The purpose of this meeting, "Creating a Vision," was to develop a consensus on goals for the Wardensville community, and how the project might help us reach these goals. Mr. Ford shared some of the initial results of a questionnaire sent to Wardensville area individuals. (The full results of the survey will be available at the September 9 dinner meeting.)

In its discussion, the team defined elements of a vision for Wardensville, including:
  • Senior-citizen and family friendly
  • Establish Identity (destination)
  • Attractive, vibrant downtown
  • Welcome and hospitable
  • Improvements to reflect the existing character of the town
  • Maintain scenic vistas
  • Stimulate economic growth and investment, and encourage new residents
  • Showcase area history
  • Make livable and walkable (access)
  • Safe to walk, drive, and park
  • Reflect and display community pride
  • Make improvements easy and inexpensive to maintain
  • Create shared interest



Based on these ideas and input from the public, the team will develop a vision for not only the project, but for the Wardensville community.

The group then discussed the first Community Input Meeting, which will be a potluck covered-dish dinner at the War Memorial Building on Saturday, September 9, beginning at 6 p.m. The Wardensville Lions Club has agreed to co-sponsor the dinner, and the Town will provide barbecued beef, buns, and beverages. Everyone is asked to bring a covered dish and be willing to provide input into the process. Mrs. Orndoff-Sayers handed out posters for the event, and everyone was asked to promote it by word of mouth, as well.

Citizens will be greeted by Mrs. Fitzwater and members of the Lions Club. At their dining places, people will find an information sheet on the CIT and this event, to be prepared by Mr. Sayers. After dinner, participants may visit three stations: "Boundaries" will have maps of the project area and be manned by Chief Warren and Mr. Bowman; "Vision" will have information on the survey results and tonight's meeting and will be staffed by Mrs. Collins and Mrs. Rudolph; and "Examples" will have booklets and project overviews of what other towns are doing and will be manned by Mr. Ford and Mr. Miano. People will be encouraged to offer input.

Following the Community Input Meeting and Dinner, the CIT will meet again on Tuesday, September 19, at 7 p.m. in the Wardensville Meeting Hall, for a meeting on "Roles of Participants in Process." The meeting was adjourned at 8:35 p.m.
